Headquarters have been informed, who have in turn told the state administration that they would not handle this situation any longer.

In a press conference at Jammu, General Vijay said that such orders are against the policy of the army, and will not be taken any more from the state.</span>

बंदूक तानने से सैन्य मुख्यालय नाखुश

जरनैल सिंह, नई दिल्ली कश्मीर में आतंकियों से लोहा ले रही फौज जम्मू में अपनी समर्थक जनता पर बंदूक तानने को लेकर बिल्कुल सहज नहीं है। सेना मान रही है कि एक-दो दिन की बात होती तो ठीक था, पर अगर यह मामला लंबा खिंचा तो उसकी छवि पर खरोचें आ सकती हैं। सेना मुख्यालय जम्मू में सेना और लोगों के आमने-सामने होने से परेशान है। हालांकि सेना ने साफ किया है कि उसकी जिम्मेदारी मुख्य रूप से राष्ट्रीय राजमार्ग-1 और रेल संपर्क को निर्बाध ढंग से चलने देने की है। जहां तक रिहायशी इलाकों में कफ्र्यू लागू करने की बात हो या कानून एवं व्यवस्था का मामला हो तो वह जिम्मेदारी मुख्य रूप से पुलिस की है और सेना की टुकडि़यां तो उनका सहयोग देने के लिए हैं। सेना के एक वरिष्ठ अधिकारी का कहना है कि सेना ने सिर्फ अगस्त 1 और 2 को जम्मू के शहरी इलाकों में फ्लैग मार्च किया था, उसके बाद से मुख्य रूप से सिर्फ राष्ट्रीय राजमार्ग-1 और रेल संपर्क को बनाए रखना ही उसकी जिम्मेदारी में है। सूत्रों का कहना है कि सेनाध्यक्ष जनरल दीपक कपूर व वरिष्ठ सैन्य अधिकारी लगातार स्थिति पर नजर रख रहे हैं और सेना से जितना संभव हो, उतना संयम बरतने को कहा गया है। उनका कहना है कि फिलहाल सेना के खिलाफ माहौल नहीं बना है लेकिन मामला लंबा चला और उत्तेजित जम्मूवासियों से मुठभेड़ हुई तो उसके लिए अपनी छवि बरकरार रख पाना मुश्किल होगा। उनका कहना है कि सेना कभी भी अपने ही लोगों के खिलाफ बंदूक नहीं उठाना चाहती। इससे सेना की शानदार परंपराओं पर भी कुठाराघात होता है।

सेना की किलेबंदी को भी दिखा दिया ठेंगा

विजयपुर, संवाद सहयोगी : शुक्रवार को कस्बा विजयपुर व आसपास के क्षेत्रों में लोगों ने कफ्र्यू का उल्लंघन कर विरोध प्रदर्शन किए। कफ्र्यू में सेना द्वारा की गई किलेबंदी भी कोई काम न आई। लोग कफ्र्यू की परवाह किए बिना विजयपुर व जख क्षेत्र में नेशनल हाईवे तक पहुंच गए। विजयपुर में महिलाएं व बच्चे थालियां बजाते व कीर्तन करते हुए विभिन्न गलियों से अचानक निकल पड़े और हाईवे पर पहुंच गए। सेना व पुलिस देखते ही रह गई। जैसे ही बच्चे व महिलाएं हाईवे के किनारे कीर्तन करने लगी तो युवा भी हाथों में तिरंगा लेकर वहां पहुंच गए। युवाओं ने इंडियन आर्मी जिंदाबाद, हिन्दू मुस्लिम भाई-भाई के भी नारे लगाए। बाद में सेना के अधिकारियों ने लोगों को समझा कर हाईवे से हटा दिया। जख में भी लोग कफ्र्यू का उल्लंघन कर सड़क पर उतर आए। तमौर के पास लोगों को सेना ने आगे बढ़ने से रोका तो लोग सेना को चकमा देकर खेतों से होकर राज्यपाल वोहरा, महबूबा मुफ्ती व उमर अब्दुल्ला के खिलाफ प्रदर्शन करने लगे। लोगों के गुस्से को ध्यान में रखते हुए सेना ने पहरा और भी सख्त कर दिया है। सेना ने कस्बे व हाईवे से जोड़ने वाले तमाम संपर्क मार्गो को कंटीली तार लगाकर सील कर दिया है, ताकि प्रदर्शनकारियों को हाइवे व कस्बे में घुसने से रोका जा सके। विजयपुर से रामगढ़ को जाने वाली सड़क को कस्बे के मुख्य चौक से लेकर नहर तक व तमाम संपर्क मार्गो को कंटीली तार के साथ जगह-जगह पर बंद कर दिया गया है। सेना के जवान यहां दिन रात पहरा दे रहे हैं। लोगों का कहना है कि कस्बे को सेना के हवाले करना सरासर गलत है। प्रशासन इंसाफ की लड़ाई में अवाम की आवाज को दबाने का प्रयास कर रहा है। श्राइन बोर्ड को भूमि वापस लौटाने की मांग को लेकर पांच अगस्त से शुरू हुई भूख हड़ताल शुक्रवार को भी जारी रही। शुक्रवार को भी कस्बे के गणमान्य लोग व व्यापार मंडल के सदस्य भूखहड़ताल पर बैठे रहे। पिछले चार दिन से कस्बे के गणमान्य लोग बारी-बारी भूख हड़ताल पर बैठ रहे हैं। शुक्रवार को स्थानीय निवासी एडवोकेट गणेश शर्मा ने कहा कि अमरनाथ भूमि मुद्दे पर सारा कस्बावासी एकजुट हैं। यह भूखहड़ताल तब तक जारी रहेगी तब जक श्राइन बोर्ड को भूमि वापस नहीं मिल जाती।

<span style='color:red'>आग लगाने वालों से कैसी बात?</span>

जम्मू/नई दिल्ली, जागरण टीम : श्री अमरनाथ श्राइन बोर्ड की जमीन के लिए चल रहे जन आंदोलन के उग्र रूप धारण करने के बाद चेती केंद्र सरकार ने जम्मू में शांति स्थापित करने और आंदोलन का संचालन कर रही संघर्ष समिति से बातचीत के उद्देश्य से जो सर्वदलीय समिति बनाई है, उसमें कुछ ऐसे लोग शामिल हैं जो जम्मू के मौजूदा हालात के लिए सीधे-सीधे जिम्मेदार हैं। ऐसे लोगों की सर्वदलीय समिति में मौजूदगी को आंदोलन के शहीदों का अपमान बताकर संघर्ष समिति ने उससे कोई भी बातचीत करने से इंकार कर दिया है। संघर्ष समिति के साथ-साथ जम्मू के आंदोलन में महत्वपूर्ण भूमिका निभा रही भाजपा व पैंथर्स पार्टी ने भी बैठक का बहिष्कार करने का फैसला किया है। उल्लेखनीय है कि केंद्र सरकार ने शुक्रवार को जम्मू में आंदोलनकारियों से वार्ता के लिए सर्वदलीय प्रतिनिधिमंडल को अंतिम आकार दे दिया। गृह मंत्री शिवराज पाटिल की अगुवाई में आने वाले 18 सदस्यीय दल में सहयोगी दलों के मंत्री पृथ्वीराज चौहान, रघुवंश प्रसाद सिंह, ए राजा, श्रीप्रकाश जायसवाल और सैफुद्दीन सोज के अलावा सपा महासचिव अमर सिंह, सीपीएम नेता सीताराम येचुरी, डी राजा, मोहसिना किदवई, रामचंद्र पासवान, केसी त्यागी, नरेश गुजराल, पीडीपी की महबूबा मुफ्ती व नेशनल कांफ्रेंस के फारूक अब्दुल्ला शामिल हैं। इस दल में मुख्य विपक्षी दल भाजपा के शामिल होने से सरकार को थोड़ी राहत मिली है। सर्वदलीय बैठक के दौरान भाजपा ने प्रतिनिधिमंडल भेजे जाने को अतार्किक बताया था। इससे सरकार परेशान थी कि मुख्य विपक्षी दल ही यदि इसमें नहीं होगा तो बातचीत के मायने ही नहीं होंगे। वैसे भी जम्मू में आंदोलन की कमान संघ परिवार और भाजपा नेताओं के हाथों में ही है। भाजपा ने सर्वदलीय प्रतिनिधिमंडल के लिए अपनी तरफ से पार्टी महासचिव व जम्मू के प्रभारी अरुण जेटली को नियुक्त किया है। यह प्रतिनिधिमंडल शनिवार को जम्मू पहुंचेगा। केंद्र की कमेटी से बातचीत के लिए संघर्ष समिति को शनिवार साढ़े नौ बजे का समय मिला था।

When people did not stop, army officers put up a red flag on the road a few meters ahead and warned that anyone crossing that flag would be shot.

Far from being afraid, the people became even more enraged who not only came forward and crossed the flag but also dared the army to open fire. Shouting Bam Bam Bhole, the crowd including women and children even tore down all the wire fencing of the army and threw it aside. Army meekly gave in and watched.</span>

गोली मारने की चेतावनी पर हंगामा
जम्मू, जारगण संवाददाता : रिहाड़ी कालोनी क्षेत्र में शुक्रवार शाम को सेना द्वारा रैली रोककर गोली मारने की चेतावनी पर प्रदर्शनकारी भड़क गए। गुस्साए प्रदर्शनकारियों ने इलाके में की गई तारबंदी को सेना के सामने उखाड़ फेंका और जवानों के सामने सीना तानकर गोली मारने को ललकारा। माहौल को गर्माते देखकर पुलिस व सेना के आला अधिकारी मौके पर पहुंच गए। उन्होंने प्रदर्शनकारियों को समझाबुझाकर शांत किया। हुआ यूं कि शाम को रिहाड़ी के आसपास की कालोनियां सरवाल, न्यू प्लाट तथा अन्य स्थानों से हजारों की संख्या में एकत्रित होकर लोगों ने रैली निकाली जो कई क्षेत्रों से होकर गुजरी। जब रैली शाम करीब साढ़े छह बजे रिहाड़ी के मुख्य चौक पर पहुंची तो सेना सभी मार्गो पर पहले से ही तारबंदी कर रखी थी। आंदोलनकारियों ने इस दौरान तारबंदी को हटाकर रैली को आगे ले जाना चाहा लेकिन सेना ने अनुमति नहीं दी। मौके पर तुरंत सेना के वरिष्ठ अधिकारी पहुंच गए और उन्होंने लाल रंग का झंडा गाड़ दिया और लोगों को इसे पार करने पर गोली मारने की चेतावनी दी। इससे स्थिति तनावपूर्ण हो गई। रैली में भारी संख्या में महिलाएं व बच्चे भी शामिल थे। कई लोग सेना के जवानों के सामने सीना तानकर खड़े हो गए और कहने लगे कि गोली मारकर दिखाओ। प्रदर्शनकारियों ने सेना को खरी-खोटी सुनाई और सड़क पर की गई तारबंदी को उखाड़ फेंका। पूरे क्षेत्र में बम-बम भोले के जयघोष लगने लगे। वार्ड 24 के पार्षद अरुण खन्ना, नवीन बाली सहित रैली में मौजूद गणमान्य लोगों ने सेना के अधिकारियों से बातचीत की। सेना और पुलिस के आला अफसर भी पहुंच गए थे। उन्होंने बीच-बचाव कर आंदोलनकारियों को शांत किया। प्रदर्शनकारी पंकज ने कहा कि रैली शांतिपूर्वक निकाली जा रही थी।

डीडीसी ने पुंछ में दूरसंचार सेवा ठप कराई पुंछ : जिला प्रशासन ने आंदोलन को दबाने के लिए संचार व्यवस्था ठप करने के लिए संचार विभाग को निर्देश दिए हैं। दूरसंचार विभाग द्वारा शुक्रवार सुबह सात बजे से संचार सेवा पूरी तरह से ठप कर दी गई। जिस कारण पुंछवासियों में आक्रोश है और पूरी तरह से जिले का संपर्क राज्य से कटकर रह गया है। यहां तक कि जिला अधिकारियों के फोन भी ठप हो गए हैं। संचार व्यवस्था ठप होने के पीछे इस बार कोई तकनीकी कारण नहीं है। अपितु पुंछ में हालात खराब न हो इसके लिए जिला प्रशासन ने जानकर संचार व्यवस्था ठप करने के संचार विभाग को निर्देश दिए हैं। इस बात का खुलासा उस समय हुआ जब सुबह सभी फोन ठप होने के बाद सभी पत्रकार संचार कार्यालय पहुंचे। वहां पर तैनात संचार कर्मियों ने बताया कि जिला विकास आयुक्त की हिदायत पर ही फोन व्यवस्था ठप कर दी गई है। जब पत्रकारों ने जिला विकास आयुक्त से बात करनी चाही तो उन्होंने बात करने से मना कर दिया परंतु अतिरिक्त जिला विकास आयुक्त डाक्टर रतन लाल बैलम के कहने पर संचार अधिकारियों ने पत्रकारों के लिए फोन सेवा को बहाल कर दिया है जबकि बाकी सारे नगर में संचार सेवा ठप है। वहीं कुछ विभागीय सूत्रों का यह भी कहना है कि प्रदर्शनकारियों द्वारा संचार कार्यालय पर किए पथराव के बाद संचार सेवा को ठप कर दिया गया है।

So far the entire movement has been most peaceful. Those passing orders to fire upon people should be identified, publicly ridiculed and if possible kicked out of their govt kursi.

<b>Press Release</b>

The all-party meeting, convened by Prime Minister Manmohan Singh on
Amarnath land transfer row and protests in Jammu, has decided to send an
all party delegation to Jammu to assess the situation and talk to Shree
Amarnath Yatra Sangarsh Samiti (SAYSS). It is welcome. SAYSS believes
that solution to any problem lies in dialogue. But the dialogue has to
be in a proper spirit and atmosphere. Negotiation process cannot be used
as a tool to buy time and suppress the genuine feelings and aspirations
of the people by undemocratic ways. Government must, therefore, ensure
that the proposed all party delegation visits Jammu at an earliest to
end the sufferings of the people who are on streets for a period of more
than one month.

Government must also put an immediate end to disgusting state repression
being employed in complete contravention of the democratic norms.
Nationalist People of Jammu are holding non-violent protests against the
illegitimate action by the State government. State Governor NN Vohra,
instead of understanding his own folly has tried his best to first
ignore the sense of hurt and later crush the democratic protest.

<b>Misleading Propaganda</b>

SAYSS condemns in strong words the attempt by valley politicians and a
section of media to malign the protest in Jammu. The focus is being
shifted from the reasons of unrest to non-existant aspect of economic
blockade. It is yet another demonstration of arrogant and self
righteous attitude of Kashmir politicians to maintain their carefully
created secular democratic image. No economic blockade has been forced.
People voluntarily are only boycotting the goods coming from Kashmir as
a protest to the politics of blackmail.

<b>Basis of Jammu Reaction</b>

it is very essential to understand that the nationalist people of Jammu
have risen above every distinction of colour caste and religion to
protest against the hegemony of Kashmir. People all over the world know
that the whole issue began against the provocative statements of Kashmir
politicians including leaders of " mainstream Political Parties" to
describe the transfer of land to Shree Amarnath Shrine Board (SASB) as a
ploy to change the demography of Kashmir by Indian state. What can be
more mischievous? The very people who were part of the government also
raised environmental concerns to oppose the decision of a democratically
elected government. To add further to humiliating underming of the Jammu
sentiment Omar Abdullah used the platform of Parliament to propagate
absolute lies. It was his statement that provoked the people to
sacrifice their lives.

<b>Respect Peoples Genuine Sentiment</b>

There is an immediate need to understand the reason for such a massive
and unprecedented upsurge in Jammu. How SASB was constituted and, how
it was pursuing the allocation of land for facilities of pilgrims and
how the democratically elected government of Jammu and Kashmir allocated
100 acres of land after all the necessary clearances from related
departments are already published. The need to is to undo this illegal
action of the government to cancel the this allocation and restore the
land to SASB. Governor has lost the confidence of the people state so
he must be called back without any delay.

In India generally there has been no objection except from Omar Abdullah, a Muslim Kashmiri leader. Many Hindus have been forced to leave Kashmir by force, some are coming back. These fundamentalist are giving bad name to all and especially we Sindhis have nothing to do with them even in the name of Kashmir.
