The militant, travelling in a car, tossed a hand grenade towards CRPF personnel posted at Sarafkadal Chowk in downtown Srinagar around 4.30 p.m., CRPF spokesman Dalip Singh Ambesh told PTI. He said the grenade exploded near the picket, killing a civilian and injuring a woman passer-by. The militant fled the scene. This is the first time since the eruption of militancy in the State that an unidentified woman has been accused of attacking troops.

Earlier this year, a woman was blown to pieces when an explosive she was allegedly carrying exploded prematurely at Pampore.

Indian troops kill 3 militants along LoC

SRINAGAR: Indian troops shot dead three suspected Islamic militants along the Line of Control (LoC), the de facto border dividing Kashmir between India and Pakistan, the army said Friday.

“The three were killed on Thursday evening when they refused to surrender and opened fire after infiltrating into our territory,” spokesman Colonel Vijay Kumar Batra told AFP.

He said the three, armed with assault rifles, entered the northern Kupwara district of Jammu and Kashmir from the Pakistani zone of the Himalayan region.

The alleged infiltration attempt came ahead of a meeting between Indian Prime Minister Manmohan Singh and Kashmiri politicians on May 24 and 25 in Srinagar aimed at seeking peace in the insurgency-racked region.

The talks are strongly opposed by the rebels. There have been a string of grenade attacks and killings in the weeks leading up to the discussions.

Violence has continued in the region despite a peace process between nuclear-armed India and Pakistan, which have fought two of their three wars over Muslim-majority Kashmir.

India accuses Pakistan of training Islamic guerrillas in its zone of Kashmir, which is divided between the two rivals and claimed in full by both. Islamabad denies the charge. AFP

SRINAGAR: In a new initiative to usher in peace in Jammu and Kashmir, Prime Minister Manmohan Singh on Thursday announced his decision to discuss autonomy and self-rule for the state and declared the government's readiness to talk to militants if they shun violence.

Wrapping up a two-day visit here during which he chaired the second Roundtable Conference on Kashmir, he also sought to give a healing touch by saying that government will rehabilitate destitute families of terrorists killed in police action and discuss the issue of missing persons.

Singh, who announced setting up of five working groups to discuss various issues relating to J&K, including devolution of powers, also regretted boycott by Hurriyat Conference of the Roundtable and hoped better sense will prevail on the separatist amalgam to join the dialogue process.

Noting that time had come to establish credible mechanisms to carry on the dialogue process with various sections in J&K, he told the concluding session of the conclave that setting up of the working groups was the best way to move forward and ensure that the views of different segments are incorporated.

One of these groups will deliberate on matters relating to the special status of J and K within the Indian Union and methods of strengthening democracy, secularism and the rule of law in the state.

"One of these working groups will deal with the Centre-State relations. <b>This group will take on board autonomy, self-rule and all other related issues</b>," Singh said elaborating at a press conference later.

New Delhi: According to unconfirmed reports, at least 10 people have been killed in a terrorist attack in Rajouri district of Jammu and Kashmir.

While Army has confirmed the reports of a massacre in Mangla Dileri - a remote village in Rajouri, police has still not issued an official confirmation.

According to police, a villager from "a remote village" in Rajouri informed that at least 10 members of minority community had been killed by a group of armed terrorists.

A team of police officials has been rushed to the spot and it will take them at least two hours to verify the status.

SRINAGAR: Four tourists from Gujarat died and seven were injured on Thursday evening after guerrillas triggered a powerful explosion at Batpora, 13 km from city centre Lal Chowk.

A senior police officer said the guerrillas lobbed a powerful hand grenade at a tourist bus that exploded inside the vehicle causing injuries to 11 occupants, four of whom succumbed to injuries in a hospital.

"All the injured rushed to the Medical Institute, Soura, are tourists from Surat (Gujarat) and were on their way to Mughal Gardens on the city outskirts", said the officer.

"Three critically wounded, including two children, succumbed to their injuries in the hospital," he said. One more tourist succumbed to injuries later in the evening.

The bodies of all four tourists including two children were on Thursday night airlifted to Gujarat.

The condition of one more injured was stated to be serious, according to the attending doctors.

"We heard a loud explosion," said Nazir Ahmad, a local resident.

"Police reached the spot immediately and took the injured to hospital."

On Monday, two people, including a tourist from Madhya Pradesh, were killed in a grenade attack at a bus returning from the north Kashmir health resort of Sonamarg. Four tourists who were wounded in that explosion are still undergoing treatment in a hospital.

Thousands of tourists are currently in Kashmir holidaying.

The tourists have faced a lot of hardships during the past three days due to tight security restrictions for the prime minister's roundtable conference and the separatist-sponsored general strike.

No group has yet claimed responsibility for the blast.

Three militants belonging to Harkat-ul-Jehad Islami were killed by Hizbul Mujahideen ultras in a gunbattle in Doda district on Friday, official sources said here.

The three HUJI militants, who were about to surrender to the security forces in Kishtar belt of Doda district, were intercepted by a group of HM militants in Lohi Dhar area of Chatroo belt in the district at pre-dawn, they said.

They were asked not to surrender, the sources said adding after their refusal to comply there was a gunbattle between the two sides in which the HUJI militants were killed by those belonging to HM.

Two of the slain militants have been identified as codenamed Ismail and Mahviya, they said.

In the Doda-Kishtwar belt, as many as 23 HUJI militants have so far surrendered to the security forces in a major setback to the strength of militant outfits in the area.

While HM with its strength of 200 to 300 militants operating in Doda-Udhampur belt, HUJI comes next with its strength of nearly 130 to 140 militants and Lashker-e-Tayyeba (LET) over 100 operating in the area, they said.

Katiyar backs off after being booked for bounty offer

New Delhi/Jammu, June. 10 (PTI): Booked on the charge of inciting communal passions in Jammu and Kashmir by offering rewards of Rs 1 lakh each for any civilian killing a militant, BJP leader Vinay Katiyar today virtually backtracked and offered to apologise if he was "misunderstood".

With the state police registering an FIR charging him with making "provocative statements" and "inciting communal passions" and the BJP leadership asking him to "clarify" his remarks, Katiyar denied making the monetary offer and said he only talked about supporting Village Defence Committees (VDCs), set up by the State Government.

Hours after the registration of FIR against him and party Vice-President Sahib Singh Verma, Katiyar, BJP General Secretary, said in New Delhi he was ready to apologise in case his remarks have created misunderstandings.

"My comments have been misunderstood which I regret. I only offered party support to village defence committees in the event of police, army or the state government identifying people killed by them as terrorists. There was no money fixed for such support," Katiyar said.

Also, he insisted, he had no intention to incite religious hatred during a party event in Jammu on Thursday to protest last month's Hindu killings in Doda and Udhampur.

"Whatever we said was not aimed at violating law and constitutional propriety. What we believe is that all communities should fight terrorism together," he said.

The BJP leader, who was accompanied by Verma, accused Jammu and Kashmir Chief Minister Ghulam Nabi Azad of overlooking requests to set up more anti-terror VDCs and arm the villagers.

Verma, however, did not apologise and accused Azad of provoking militants against the BJP leaders.

Cracking its whip on the political establishment in Jammu and Kashmir, the CBI today arrested two former ministers including <b>a Congress MLA Ghulam Ahmed Mir in connection with their alleged involvement in the sex scandal.</b>

<b>The CBI arrested Mir, a Congress MLA from Dooru Anantnag, from Jammu and Kashmir House in Chankyapuri</b> here while another <b>independent MLA Raman Mattoo was arrested in Srinagar</b>, the CBI sources said here.

The decision to arrest them was taken after the Jammu and Kashmir High Court yesterday asked the investigating agency to start taking "concrete action" on the statement of Sabeena, the alleged kingpin in the case.

Both the MLAs have been booked under Section Five of the Immoral Trafficing (Prevention) Act for procuring persons for prostitution. Under this Section, the two, if convicted, will have to undergo three months imprisonment or pay a fine of Rs 20,000 or both.

Immediately after their arrest, the CBI informed the Jammu and Kashmir Legislative Assembly speaker Tara Chand about the development.
