The international christo media pioneered the use of "dissidents", "protestors", "(ethnic) minorities", "separatists", "militants" and "terrorists" in a calculated manner when it's determined to bring down a country (e.g. Russia, Yugoslavia - actually the list is longer). The slaves in India's christomedia learnt this cheap trick from their betters (their christowestern masters), but India's christos/christoconditioned make good brainless parrots. Not that that was a compliment.

So, for the hacks at the Toi*** Pap** of India who have sold themselves to the highest (Abrahamic) bidder, people qualify as terrorists only if they kill Abrahamics ('god's chosen ones' ) - otherwise, they are merely militants, who have probably been provoked beyond endurance by their (mostly Pagan) targets.
