What measures can India take to stop this envisaged inflow?

I do hint at steps. Local armies have to be raised for the regions to provide law and order. Current TSPA composition is Pakjabi with a few sarkari Pashtuns. A state for mohajirs has to be accounted for in the melee. Yes there will be quite few refugees outflow who might go back if the things return to noraml. Under no circumustances can the new states be allowed to have religious identity. This new jahliya will lead to instability in Middle East, Central Asia and even PRC's Sinkiang region. So its a powder keg. No easy answers. But its coming in a few years.
