Nareshji, from what I understood of the terms of the treaty, India can only build dams that are run-of-the-river. This means the Indian dams don't collect and store water but releases them normally down stream. Electricity is generated by natural flow or elevation drop.
Destroying the Baghliar dam for instance, while causing some flooding, will not cause damage to the extent of wiping out entire populations. Our electricity generation capacity will be hampered the most.
In either case, pakis have proved that they don't care for the welfare of their people and would rather prevent us from developing Kashmir. which is why a jehadi operation is something to be concerned about.
