If he had said he regreted how things unfolded, NDTV would have reported that Modi regrets instigating riots. Remember Vajpayee was asked a similar question and it ended up being reported that Vajpayee was sorry for the riots and held Modi responsible. Vajpayee was not smart in answering this question back then.
